Jesse J. Rivas
Founder

With over 20 years of experience in the heavy civil construction industry, I bring a knowledge base based on a combination of project/field experience, experience as a senior-level manager, and an education that includes a BS in business management and an MBA. These experiences and education allow me to help resource-challenged businesses meet the compliance challenges that every construction organization faces.

With vast experience in the heavy civil construction sector, I have held roles that include Sr. Manager, Controller, HR Manager, Risk and Safety Manager, Operations and Compliance, Contracts Manager, Payroll Manager, Sr. Business Manager, EEO Officer, and Office Manager. The various roles I have held and becoming a leader in my organization and in my field provides the foundation of knowledge that I offer to my clients.

I also know about union payroll regulations and State of California wage and hour laws. I am happy to collaborate with you on your priority needs to ensure your organization functions efficiently, effectively, in compliance, and profitably. I aim to charge reasonable rates so you can utilize my expertise without straining your resources to a breaking point. Further, I want to bridge the gap in your organization when HR, Safety, or Risk Management staff are not currently part of your organization. Human Resources:

Developing effective strategies and processes specifically for small to medium-sized organizations. These strategies include building processes to ensure compliance with the following:

Human Resources, labor laws, regulations, industry standards.

Guidance on handbooks and associated policies.

Guidance on the shifting landscape of DEI, what it means to your organization, and how to navigate these evolving regulations.

Onboarding and offboarding processes, training and development, performance management, succession planning, retention, and talent acquisition.

Support with employee relations issues such as grievances, complaints, workplace investigations,

Disciplinary procedures for union and non-union employees.

Prepare for and/or manage EEO audits and EEO-1 reports.

Ensure compliance with State and Federal governing bodies such as EEOC, OFCCP, DIR, DOL, Civil Rights Department, and other local government entities.

Employment law, hour and wage laws, State and Federal prevailing wage regulations, SoCal and NorCal unions (laborers, operators, carpenters, pile drivers, cement masons, iron workers, teamsters).

Provide guidance on employment law issues such as discrimination, harassment, and wrongful termination.

Processes for good faith efforts (GFE), EEO, and Title VII requirements.

Benefits, total rewards, renewal strategies.

Safety and Risk Management

Assess organizational risks and provide appropriate solutions.

Insurance assessment, GL, Auto, Workers’ Compensation.

OSHA inspections and citations, OSHA 300 logs, and reporting.

Develop/refine safety programs, including IIPP, Code of Safe Practices, HIPP, and Site-Specific Health and Safety Plans (SSHSP), among others.

Provide training and develop HCSS (Heavy Job) processes.

Assist with insurance claims for auto, property, equipment, and workers’ compensation: guide preparation, mitigation, and protocols. 

Cal/OSHA, Fed/OSHA

Guidance on workers’ compensation claims to mitigate costs.

Assist with insurance claims such as auto, equipment & property, and general liability claims.

Ensure insurance claims processes are in place to minimize risk and align with safety programs.

Drug testing policy, program, and procedures.
